Are they perhaps related?

When Giscard was tearfully recomending the Constitution to the peoples of Europe he said..

A revious European politition once said something similar, odd choice of influence I reckon, if you are French.

“A statesman...must wait until he hears the steps of God sounding through events, then leap up and grasp the hem of His garment.”
